    I dont think it'll make a scrap of difference to commercial landings as the total tonnage that they can land as a fleet is capped, so any boats currently working the north sea for cod the situation is as it was

    The only thing that might change is in targetted effort where boats switch from one area of ground and could target closer ground to save on fuel and lost days at sea

    Depends who's perspective you look at it from. To me that says the quota system seems to be working so keep it going. To the majority of the commercials that says problem over lets scrap the quota's and let us fish the B##locks out of it again.
