I may be wrong. But here goes

Salt water has a higher specific gravity than fresh and brackish water and something that will float in salsilly hater may sink in brackish. Maybe a salt water  floating popper would actually sink in brackish so couldnt be sold as a popper. Not sure how that relates to your question and is probably of no use to you at all and is probably wrong :D :D.

poppers will float in all water but you could be right with some of the static plugs that don't sink past a certain depth
