I bought one about 6 months ago, I really only intended it as an emergency back up if anything happened to my main reel but i did later buy another multiplier rod so it now gets quite a bit of use.
Personally I think they are a bargain (mine was £60 and I'm happy having paid that so at £40 you gotta be on a winner) Only time will tell how it fairs after a couple of years usage but certainly so far it hasnt let me down and for a budget multiplier I'd say they are well worth the money.
The build quality seems good and it has a 'solid' reliable feel to it.
Incidentally although I paid £60 I kinda got it for £5, I dont know the first thing about horse racing but was in town one afternoon when a mate who's a fanatic rang me with a tip 'that couldnt be beaten'. I was walking past the bookies at the time so in a fit of madness put a fiver on it, half a hour later I've got a brand new reel and still got £20 change
